Congressional Republicans Embrace President's Proposal to Overhaul Affordable Care Act

US lawmakers are working through the weekend for the first time since the federal closure began more than a month ago, but hopes for a bipartisan agreement on how to end the standoff appeared to diminish as GOP senators floated a proposal toxic to Democrats: eliminating the Affordable Care Act, called Obamacare.

Growing Impact of Federal Closure

The impact on Americans from the longest shutdown of the US government in history worsened on Saturday, as government employees went without pay, carriers were forced to ground planes and Supplemental Nutrition Assistance Program benefits have been postponed for forty-two million Americans.

President's Plan from Golf Course

As Saturday's meeting got started, GOP senators welcomed a suggestion made on online platforms early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be replaced by health savings accounts.

"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.

GOP Endorsement

Multiple Republican senators praised the proposal, which is similar to a alternative for Obamacare proposed in 2017.

"We will replace this broken system with something that is truly better for the consumer," one senator said.

Another senator praised Trump's proposal on social media, and stood next to a large print of Trump's post as he spoke on the Senate floor.

"I'm writing the bill right now," a third senator posted in response to Trump's suggestion. "We need to stop public funds from going to carriers and instead give it straight to Americans in health savings accounts and let them buy the health care they want."

Opposition Response

Democratic lawmakers shared alarmed responses to Trump's plan.

"In other words, Donald Trump's 'proposal' for health care is another cynical attempt to eliminate Obamacare," one Democratic senator stated. "It's the same failed Republican plan that's been defeated by the public and Congress."

Another lawmaker reacted to the criticism of carriers by posting: "Oh, Trump and the Republicans can't stand how the large insurance companies are ripping-off Americans. Really? Then I welcome your support for universal healthcare."

Ongoing Negotiations

The Senate went into recess without finding a solution, but Senate Republican leaders have signaled an willingness to an emerging plan from a handful of centrist lawmakers to end the shutdown in return for a future vote on the Obamacare subsidies.

One Democratic senator, who is leading the negotiations among centrists, said that Democrats "require another way ahead" after Republicans turned down an offer to reopen the government and extend the subsidies for a year.

Another leading Democratic lawmaker persisted in maintaining that Republicans should agree to a 12-month continuation of the subsidies before negotiating the long-term of the tax credits.

"Inaction is irresponsible because citizens will go bankrupt, people will lose insurance, people will get sicker," the senator said in a Senate address. "That is what will happen if this Congress does nothing."

Political Dynamics

Not one of the Republican senators seemed to address the fact that consumers would still need to buy plans from the same insurance companies, or that Republican lawmakers need the support of eight Democrats to reopen the government, and the concept of repealing and substituting Obamacare with savings accounts is unlikely to earn a single Democratic vote.

Several observers indicated that the essence of such a plan would eliminate the ACA's requirement that insurance companies cover patients with pre-existing conditions.

After his resort visit, Trump went back to his private club and reiterated on his demand that Republicans stop seeking agreement and try instead to repeal and replace Obamacare with a iteration of the plan that failed to secure enough support in 2017.
